This funding opportunity, issued under the Rural Health Transformation Program’s Health to Prosperity (HTP) Workforce Catalyst initiative, seeks a qualified Third-Party Administrator (TPA) to serve as fiscal agent and program administrator for the Employer Subsidy Program. The program aims to increase workforce participation among individuals facing health-related employment barriers—including those with substance use disorder (SUD) histories, foster care experience, long-term disability, or chronic health conditions—by offering milestone-based employer subsidies. The selected TPA will design and operationalize a scalable, auditable subsidy administration model, verify employer and employee eligibility, and integrate programmatic and outcome data with the state’s RHTP data spine. Performance measures include employer participation rates, the number of net-new hires from return-to-work programs, and retention at 90-day and 12-month milestones. Funds shall supplement, not supplant, existing employer obligations, and administrative costs may not exceed $50,000. Award activities are restricted to approved West Virginia counties, with sustained and transparent reporting to the state RHTP leadership required. All activities and requirements must align with CMS/HHS guidelines, as this program is fully funded by a federal award.
Eligible applicants include organizations with demonstrated capacity to serve as a TPA and fiscal agent for state or federal grant/subsidy programs, including financial services firms, agencies experienced in managing benefits, employer incentive programs, grant administration, workforce programs, health plans, or insurance administrators experienced with employer-sponsored insurance (ESI) processes. Applicants must demonstrate ability to verify eligibility, track program outcomes, and administer milestone-based employer incentives in compliance with state and federal requirements.
