## Eligibility

Vendor must have been in business for at least ten (10) years providing equivalent or similar services; must demonstrate nationally recognized reputation in EMS system evaluation, planning, implementation, or related prehospital medicine transformation; must provide evidence of sufficient multidisciplinary capacity including clinical, policy, quality improvement, and data analytics personnel; must have experience with state agencies, rural health systems, county/local governments, hospitals, EMS providers, or comparable public-sector entities.

## Requirements
