# CalRHT 2026 Tribal Set-Aside Noncompetitive Grant Funding Application

This grant opportunity provides approximately $11.65 million in noncompetitive, formula-based funding as a set-aside from California’s CalRHT (California Rural Health Transformation) allocation. The entire amount is reserved for eligible Tribal Health Programs (THPs) owned and operated by federally recognized Tribes, with awards based on eligibility pathway and confirmed rural clinic sites. Eligible THPs may request funding for recruitment/retention, EHR modernization, and/or family medicine-obstetrics fellowship capacity. There is no competitive narrative or ranking, and all verified, qualifying THPs receive a base allocation with potential site-based additions. Request for Applications for the state Rural Health Transformation Program. Total funding available: $11,650,000.

## Eligibility

Eligible applicants are health programs owned and operated by federally recognized Tribes with qualifying sites: either as 'rural THPs' (having at least one HRSA-defined rural clinic site with a licensed clinician) or 'urban-located, rural-serving THPs' (no rural clinic site, but 50% or more of patients are rural). Additional specific eligible organization types include: rural hospitals, CAHs, FQHCs/Look-Alikes, Rural Health Clinics (RHC), Tribal Clinics, IHS-designated facilities, comprehensive community health clinics, regional collaborations/consortia, and health care districts serving rural California.

## Requirements

Application consists of four sections: eligibility and site information, description of selected funding uses (indicating percent allocation), preliminary budget and milestones, and certification. Rural-serving pathway applicants and FM-OB training sites must submit Appendix A and securely transfer patient-address files following HCAI instructions. Rural THPs are only eligible for workforce and EHR funding. All applicants must have their UEI verified, exclusion status checked, and documentation reviewed by HCAI before award execution. Funded work must comply with federal cost principles, reporting, record retention, and program restrictions as outlined in the executed agreement.
