Building a Sustainable Rural Healthcare Workforce: Stakeholder and Project Management

Summary

RFP #26-09RHT-022 seeks a highly qualified contractor to lead stakeholder engagement, project management, and operational support for statewide rural healthcare transformation in South Dakota. The contractor will coordinate and implement workforce planning, EMS modernization, program development, and technical assistance activities, with targeted support for rural, frontier, and tribal communities. The contract will not exceed $500,000 and runs August 1, 2026 – July 31, 2027, with up to three possible one-year renewals. Submission requires a signed RFP form, executive summary, detailed proposal, separate cost proposal, disclosure of other RHT funding, references, and an organizational chart.

Eligibility

Eligible applicants are highly qualified contractors or organizations with expertise in rural health, workforce or EMS planning, project management, stakeholder engagement, strategic planning, and grant/program administration. Preference given to those with demonstrated experience supporting large-scale healthcare transformation in rural, frontier, and tribal communities.
