# Administrator for Health Information Technology Rural Infrastructure Fund

Rhode Island EOHHS sought a vendor to provide technical assistance and financial administration for its Rural Health Transformation Program (RHTP) Health Information Technology Rural Infrastructure Fund, issuing subawards to rural providers for health IT infrastructure. ## Eligibility

Eligible applicants are organizations able to provide both technical assistance and financial administration services needed to issue health information technology (HIT) infrastructure subawards to rural providers in Rhode Island. Applicants must demonstrate capacity to manage substantial federal pass-through funds (estimated upwards of $10 million per year), comply with CMS and state fiscal/reporting requirements, and operate robust internal controls. Proposals must include evidence of compliance with non-discrimination and civil rights standards. Registration in Ocean State Procures™ is required to submit. Subcontracting is permitted if disclosed and documented within the proposal. MBEs, WBEs, and Disability Business Enterprises may participate as subcontractors.

## Requirements

Applicants must submit a comprehensive technical proposal addressing all tasks in Section B of the RFP: Planning and Evaluation Services, Technical Assistance, Financial Administration, and, if requested, Special Enhancement Tasks. Technical proposals must be cost-free; a separate cost proposal must use the template provided (Appendix A). Required attachments: ISBE Participation Plan, Supplemental Bidder Attestation, all relevant MBE/WBE/DisBE forms, and evidence of required insurance (liability, professional, auto, workers comp, crime). Vendors must be ready to advance funds while awaiting state reimbursement, maintain rigorous documentation, and sign a Business Associate Agreement at award. Compliance with all state/federal programmatic, fiscal, and reporting requirements is required. All submissions must be electronic via Ocean State Procures™ before the listed deadline.
